What is HHSRS?
The Housing Health and Safety Rating System was introduced under the Housing Act 2004. Properties are assessed against 29 recognised hazards, covering everything from excess cold, damp and mould, and poor ventilation, to fire risks, structural defects, and pest infestations.
Each hazard identified is classified into one of two categories:
Category 1
A serious risk to health or safety that requires immediate action. Local authorities have a legal duty to act where Category 1 hazards are present.
Category 2
A lower-level risk that still needs to be addressed to prevent it from worsening over time.
